Looking at Heathrow on google earth, figure they would add another east-west runway north of the existing ones.
But man, thats moving ALOT of people/buildings.

San Diego has been placing feelers about adding a runway for some years, yet has never gotten anywhere.
Maybe after the big one (earthquake).
