$634 seems like a deal to me. What did you have in there? I don't see how $634 is a "tiny fraction" of the real value.
Was it part of an international ticket or a completely domestic (USA) ticket? Makes a difference.
When your bags are delayed you sometimes get a voucher to buy necessities, underwear, shirt, toothpaste, etc.
