This does not make business sense to me. By filling NRT flights with TPE-bound passengers, UA is giving up premium seats to NRT ($3851 in C class OW) accommodate TPE passengers (OW $2133 in D class OW). Put another way, it's cheaper for NRT-bound business class passengers to buy a ticket to TPE and discard the TPE-NRT portion.
