I flew a BAE-146-300 ORD-SYR a weekend ago and it looked like it had 2+3 in all rows. If you are a Premiere Executive or 1K, you can book Row 1 at time of ticketing. Row 1 has very good room, though 2A is better and 2B is "infinite" (since the closet only extends across 2A).

But in my case there was no row 1. I am 1P. Unfortunately all of row 2 is booked. Check out IAD-RDU if you are curious.
