If you book a DL flight number you get MQM, if the booking class allows.
If you book a Skymiles partner only some fares get MQM. See DL.COM.
If you book a non skymiles airline, but a DL partner (like CI and SQ) you may get miles (booking code dependent), but NO MQM.
AS booked flights is an exception to the rule, fare dependent, u get MQM.

DL.COM has all the rules.
