If it's like most other major United promos, most of the membership will hear about it once it starts on October 15. Maybe a day before, maybe a few days after. I'll bet there will be emails sent when they are good and ready. Snail mail is likely as well at some point soon.
"Soft Openings" are not uncommon in Marketing. Gives CSRs a chance to deal with some low volume questions and training issues before they open the floodgates. Pretty SOP really.
