The fact that it is a shared lounge in LHR may mean that this doesn't apply though.
Indeed, were it the LGW PC she would be entitled to access it. What makes things more confusing is that CO is treating the Holideck lounge more like a PC than like a partner lounge in terms of access rules. This includes AmEx access which is typically not permitted at partner lounges.

I'd tell her to check in at the BF/elite desk, ask and hope for the best.
