Unfortunately, the enrollment page is "more" right, as Safeway's Portland Division covers Oregon (Except Hermiston) and Southwest Washington. Those of us in the Portland division are stuck with United miles.
I live in Oregon and have been receiving Safeway Alaska miles for about 2 years. I earn in Redmond, Portland, or wherever I'm shopping. My area was rolled out sometime in 2006 and Alaska stuff pops up in ads and at the store from time to time.
