It's interesting that on the DOT website, that they cite the minimum number of seats for Pendleton to be 62. I wasn't really good at math but 6x9, if I recall is, 54. That is less than 62. So the SeaPort bid is actually ineligible. But, DOT has not excluded the bid in their letter to the community.

The bottom line with DOT is the bottom line. They will pick Horizon option A or they will not throw out SeaPort and they will award it to SeaPort. The other options are not budget friendly even though the city will likely want one of the more expensive, non-Horizon options.

In any case, Pendleton wants Horizon out.
