Yes, what c1ue is talking about is 'published' fares, not 'consolidated' or 'nett' fares, which is what ozstamps has asked about.

At least here in Canada, no consolidator I know takes any coupons on the deeply discounted type fares. Although it doesn't say it, I expect the vouchers are meant to be used only on 'published' fares.
