I think you'll find the answer is "no way" - you can only use those on UA sold and ticketed itins. If you go through a consolidator they're going to go the "non published fare" bizzo and screw you. I think it has something to do with how they're processed (ie: even though a T/A selling it nett will issue you an 016 ticket, it's not the same thing as what UA would sell you). I tried to do a similar thing a few years ago on MEL-AKL and I couldn't use the t/a fare (which was $50 or so cheaper than UA would sett it for). I had to ticket via UA at the CTO.

Still, you could ask your friendly T/A if they'd read the profile and apply the cert, but IIRC when I tried that they said forget it because UA wouldn't pass the credit back to them for the consolidator fare which wasn't published and deeply discounted as it was.
