Excessive taxation on SM ticket?

I booked a BusinessElite ticket for us to Europe before the fuel surcharge on 8/15 came into effect.

IAH-CDG-PRG-LCA (Cyprus)-PRG-TXL-CDG-IAH. Total taxes per pax were $157.

As I review the reservation, it turns out that the TXL-CDG (1.5hours) segment is in coach. I call DL and they state that BusinessElite is available on that flight and they can make the change at no charge. I think this is great. Then he tells me that taxes on that segment alone are $75 for the upgrade. I did not make the change, but I thought these taxes are way out of line.

Does that seem right to you guys?
