I did a similar thing last year, when I had a few hours to spent in IAD. It really is worth going to see. The shuttle is $0.50 each way and goes to other places (mainly shopping).
The museum is worth seeing; it is pretty impressive. They also have free lockers if you want to put your carry-on somewhere. There is also an observation deck with views of Virginia and the airport.
