Unfortunately, i have a nasty habit of always being within a quarter of a mile of explosions targetting westerners in Pakistan. I don't fear what I'll call petty criminal behaviour as much as I fear the cold blooded murder unleashed by american and nato armed forces who make it difficult to visit FATA these days.
Anyway, at this time I would recommend the PC Rawalpindi (was an IC before Hashwani took over all the IC's in Pakistan about 20 years ago).

The PC is in Rawalpindi and has a lower profile than the Marriott or Serena, yet is well appointed and the service is pretty good if you can get VIP status (Rs. 500 to the Front Desk Manager should do the trick if you don't qualify for VIP Protocol in Pakistan).
The Serena Hotel in Islamabad is probably a little better than PC though I've never actually stayed there (but have attended plenty of weddings/functions there and found it very pleasant).

I don't know diddly about the IC opening a property in Islamabad - It might be part of the Centaurus development.
