Because most Germans don't live on credit and pay back the balance at the end of the month without any charges. The most important thing in Germany is how much the card costs per year (and what kind of point collecting possibilities exist).
UK/Canada/US citizens seem to be more likely to use the card for financing, so the APR is more important for marketing.
