I received an email from the Odakyu Sightseeing Service Center regarding the Freepass and Romance Car.

'You can make a reservation for Romance Car tickets through e-mails
and you can pick them up at our service counter in Shinjyuku station
30 minutes before your depature, or if you plan to leave Shinjyuku before
8:00AM,
(which is before our service counter opens), we ask you to visit our
counter
one day before your departure. Our business hour is 8:00AM to 18:00PM
everyday.

We will accept your reservation but we can actually start to make the
reservation
2months before your departure date namely from October 25th.

To make the reservation for Romance Car please let us know:
-Departure Date
-Departure Time
-Number of Passenger (# of Adults , # of Child)

Besides Time, please also let us know Number of Passenger

For the Hakone Free Pass, you do not have to make the reservation.
You can purchase it when you pick up your Romance Car tickets.
