Imagine the flag being flown by a vehicle in forward motion; the wind would "fly" the flag from fore to aft. On the starboard side of a plane, this would result in a "reversed field" flag.
That is a possibility though I've sen them the right way too. It is also reversed on shoulder patches work by Marines(?).
