011 is the US dialing code for international calling the 1 represents the country code for the US In Europe (and many countries of Latin America) you generally dial 00 for international then 1 for US then the Area code and number (NPA/NXX). So to call an 800/888/877/866 number from most EU locals.. Dial 00 1 8XX-XXX-XXXX . As discussed you will be advised that the number is not toll free outside of the US but the call should go through fine.
