Uniform-class is the One Fare coupon system (*very* expensive now). This is economy class, higher-fare basis, but not the highest...

These fares can be upgraded to Premiere if space is available, with a JP upgrade voucher.

However, with regard to lounge access, it would be hit and miss - only up to the agent if she decides to give you a lounge pass, if at all. (In BOM: Restaurant upstairs, before security) Technically, you are not entitled to lounge access.

However, if you have a Platinum MasterCard or Diners Club card, you would be able to use the restaurant as a lounge, but probably not the Jet Airways section of the lounge.

If you specify the cities you are flying out of, possibly others can give you more details on how to access the lounges there!
