It depends. If UA management has identified a "situation" of any sort, it's quite possible that they would enlist the station management in developing solutions. As a front line manager, Mike could very well suggest that solution without being terribly high up there in the chain.
The UX situation at IAD has been going on as long as I can remember. First it was in A, then in G, then back in A.
If they can't get the easy things right (like finding a ramp monkey to wheel steps up to a plane) I doubt they are going to start shuffling schedules as a fix.
