it does not matter, which passport you are holding to be suspicious.

If you look in the topic from the airlines view: The airline has to pay the fine and has to free up seats for something, they can not really influence, it is a unplesant situation. And, at the end of the day, they have to earn money, and money can be earned in "unfair" situations - whereby, not allways, they night actually get the money
