That's really the reason FIMs exist - to provide an accountable document for a segment that was not originally ticketed.

Perhaps the pax recieving FIMs were SFO-TPE pax that diverted to NRT or were NRT-TPE pax that were now booked on NRT-XXX-TPE routings?
That makes sense. The guy who had the FIM was doing SFO-NRT-TPE on a through flight number. Thanks.
