Call me an apologist if you will, but the relevant points from the article as I see it..:

* CASA said the pilot of flight QF594 had reported fumes inside the aircraft.
* Qantas crew were forced to follow (emergency) procedures
* aircraft landed safely back in Perth

..i.e., a less-than-wonderful start to the flight but procedures were followed and nothing came of it. The article doesn't mention what sort of fumes they were - nor how they came to be inside the aircraft - so it's impossible to tell if it was a safety issue or not.
