Your feeling is correct, it will get rejected.
The competing rate has to be in the same currency as the hotel's (in this case Ramada) website in order to be a valid claim. A site that displays rates in USD is not valid for the guarantee.
Some of the sites offering lower rates may have canadian sites that provide prices in CAD; you should check them to see if they have a lower rate. For example, Expedia.ca and Hotels.ca both list prices in CAD.
