Every large company has such filters in place and besides these three big players I mentioned there are many other companies that offer such services. From a technology point there is no problem to filter the web and it can be done even anonymous without having any traces who's access was actually filtered.
And yet not a single one of those is applied to retail public services, right? I wasn't referring to technical obstacles.
