I guess the answer lies if whether or not your excess baggage fees (say you have four suitcases) have ever been refunded if one of them were lost.

I'm not sure any additional carrots are necessary. The cost of checking a bag should be a deterrent. I do think people are starting to re-think how they are packing and actually bringing less.
