Last time I was on SJC-DEN, many people didn't even bother check in the first one and just brought those huge (more than 24" or even 26") luggage on board. The boarding process was taking so long for people to walk to the end and/or find the space.
Maybe they will if UA starts (or already starts) to enforce the size restriction

My wife and I flew CO to SJU in June for a cruise. Normally for a cruise we check four bags and carry-on very little. The second bag charge didn't change how much we took at all, just where it was located - Two as large as allowed carry-ons and two checked bags. I suppose they saved a little on baggage handling labor, but nothing on fuel.
