Handling agents are private companies. I don't believe they are under any obligation whatsoever to publish direct phone numbers for members of their staff.
I agree that customers ought to be able to talk to handling agents direct (I felt that, very strongly, when we were trying to sort out a problem for an elderly relative who was stranded at MAN earlier this year). However, I don't believe customers have any right to be given the duty manager's direct phone number.
