I know the airlines adjust their cancellation parameters when there are disruptions similar to this, not sure about Amtrak but I would definitely make the call and request the refund and do as folks recommend above and buy an airplane ticket. If this is a RT and you think the tracks will be open by the time you plan on returning, only buy the flight in one direction.
