That brings us again to the usual question, what are "all reasonable measures". It is difficult to argue in that specific case without knowing the details, however, I would expect from my airlines that a emergency landing does not always lead to flight cancellations.
- Having a extra crew in TLV in order to avoid problems with maximum work hours.... is that a reasonable measure?
- Flying in a aircraft with crew to TLV, is that reasonable?
- Asking another airline for aircraft and crew, is that a reasonable measure?
- Having a doctor on each aircraft for a better medical treatment... reasonable?
- Creating a schedule with some more flexibility to react on delays... reasonable?
- ...
In the end, airlines often have the power to reduce delays and cancellations, often this is not cost-efficient. EU-regulation should protect us passengers of too many cancellations - unfortunately without giving more details on the reasonable measures.
Actually, we probably also want a good compromise... too many measures by airlines to reduce cancellations will increase ticket prices
