Given the US requires arrival passengers to clear immigration and customs at first port of entry into the US, even if your bags were tagged from LHR to ORD via IAD you'd still be able to claim the bags at IAD and not re-check them in.

After clearing customs at IAD, ripping the bag tags off and walking out the doors with your bags would ordinarily work just fine since no one at the airport is going to check and force you to fly onwards to Chicago.
