Hmmmm ... Didn't see that one coming. Does the fee get refunded if your bag isn't delivered within 20 minutes of arriving at the gate? For lost luggage?

IMHO, and this is aimed at all airlines, if you're going to charge fees for checked baggage, enforce the carry-on baggage policies.
