No. There are quite a lot of flights to South America from other countries (eg several European countries, Canada, Australia, NZ, South Africa). Air NZ did not start YVR flights to avoid USA. Rather it was started to manage yields (a lot of pax were travelling to/from YVR via SFO and LAX - it is better for Air NZ to fly them direct saving paying UA or AC for the connecting flight and freeing up expensive seats that normally get sold on the SFO/LAX flights).
However, Air NZ's AKL-HKG-LHR was in part launched to allow passengers to avoid US transit hassles.
