At IAD, how does this work? Do they separate internationally arriving people who have connections from those whose final destination is IAD? Never transited internationally through there and that seems silly to do.
With UA you arrive at the mid field terminal (C and D gates) and then get separated either into one of the dreaded people movers or you go downstairs for immigration for connecting flights.
Since there is security right after customs you will need to drop your bag again.
The people mover bring you to the main terminal immigration.
If you arrive really early (e.g. from South America) or really late then everybody uses the main terminal.
