Won't work at IAD since connecting passengers arrive at the mid field terminal but ORD international is a separate terminal and arrival for connecting and final destination passengers is the same.
At IAD, how does this work? Do they separate internationally arriving people who have connections from those whose final destination is IAD? Never transited internationally through there and that seems silly to do.
