My guess is that there are too few aircraft converted.
Additionally only the A380 were scheduled with the PE across the Pacific, not everyday, are they the operating aricraft that you see for those flights?
eoinnz has now reported that some of the Pacific configured aircraft are now being converted, due to limited 747 equipment available for obvious reasons, http://www.flyertalk.com/forum/showthread.php?t=862819
