I've been offered bottles of wine when traveling in F domestically. I don't consider it stealing on the part of the pax. The FA might be misappropriating NW or catering property, however we don't know for sure. Who's to say NW doesn't have some sort of policy for customer satisfaction. The only thing I'm sure about is the FAs can't take them.
