I'd go for SQ. You'll be flying SQ (and other *A carriers like TG, NH) a lot when based in Singapore, and you can earn and burn SQ miles on VF flights as well. However, if you'll be flying a lot of paid biz on SQ, you may find it worthwhile to use a more generous *A program like LH instead and just credit your PPS points to SQ.
