Paris-Munich is 6 hours even with the TGV (which runs high speed only on a fraction of the route to Strasbourg), so it looks unlikely.
A CDG-Cologne service sounds more attractive, it should be doable in less than 3h15 by 2010 and could be an extension of a CDG-Lille-Brussels-Liège service.
The Liege - Aachen (Paris - Cologne) track renovation works should be completed next year after which it is permissible for speeds up to 250km/h.
On the Paris - Munich route, a new high-speed track is supposed to be built between Stuttgart and Ulm but it seems this project has been delayed several times due to financial and political reasons.
Paris - Frankfurt of course is currently run by DB so more difficult to organize.
