All it really is, is a big hot tub. I'd think 30 minutes soaking would be all anyone would want. After that, it gets a little boring.

I kind of disagree with the above about the * lounge. It is not special but is comfortable and has a nice selection of drinks and snacks (and the aforementioned beer machine for those so inclined.)

I'd suggest guaging your activities on the immigration situation. If you can quickly get through C&I, collect your shore pass, get some yen and get up to the 4th floor then you'll have plenty of time to relax a bit. On the other hand, a 3-hour connection isn't very long when you consider you have to reclear security and get back to the gate 30 minutes before departure. If the line is long, I might be more inclined to just stay airside, go to the lounge and use the showers there and not be rushed.

I definitely do not think the bath is worth deliberately missing your flight and taking another 6 hours later.
