The Emin Pasha Hotel (little above downtown in Nakasero on John Akii Bua Road) has very good dining -- rather pricey by Ugandan standards, but worth the price.

For informal dining (pub food, pizzas, etc.) the Speke Hotel is quite OK.

I have not eaten in the Kampala Serena, but most Serena's have excellent food and I have had good experiences with the Serena in Kigali.

Hopefully someone else can give you some more adventurous choices.
