UA just changed my next flight SFO-SYD to a the new config for Nov 11.
We had spacious 17AB upstairs yesterday, and now have 7AB downstairs facing the back.
Upstairs all there are togeher are 6CD in a row of 4 and 13JK - both facing to back.

13JK seem like they be pretty close, being 3 rows from exit to galley.

6CD would be downstairs, not upstairs.
I'd always vote for upstairs vs. downstairs. That said, the new configuration seats are isolated enough so that any of them should be a great experience. There are no more less legroom/more legroom issues - all are equal.
To get super picky, looking at the diagram, I'd first prefer forward-facing seats as a traditionalist; then, row 15 (no one behind you); then row 13AB (no one behind you). If there are "worst seats" on the upper deck in new configuration, they're probably 12JK (near the lavs) or 17JK (near the galley). If these were the only seats open on the upper deck, I'd still take them over the lower deck.
