It's more like a vicious cycle. U.S. LCCs don't fly to Canada because it's very expensive to do business there. Jetblue, for instance, does very good business hauling Toronto people to Florida from Buffalo, and will not likely serve YYZ itself. But this is not limited to U.S.-Canada transborder flights. International carriers have also reduced flights at YUL and YYZ because of their draconian fees.
Didn't jetBlue apply for permission to fly into Canada? I wonder what happened with that.
