I only passed through NRT into Japan 3 times but I don't remember seeing them attended. Where I saw workers were at the Fruits/Vegetables/Meat control that IIRC is after that but before customs where you can go and have a nice talk with those guys and ask them for their authotization stamp for that meat product you want to import.

The only time I had something prohibited was the time that they didn't check my bag at customs
