I had a partner award with a weird routing (bkk-hkg-yvr-sfo) and was told changing it would take a change fee, but in retrospect I wonder if that's because of a change of carrier (yvr-sfo was on AS, rest on CX) and not because of the routing.

Changing carrier incurs a fee on All-Partner awards (Due to some odd wording in the rules I used to think that only applied to oneworld awards, but now I feel it's for any award.)
