With the weather in the Caribe being unpredictable, it makes sense to hold back seats in case of irrops. I don't understand your problem. If the seats are not needed for IRROPS, you will probably get your upgrade. What tool are you using to see 11 seats? The ones I use only show from 0 to 7 seats of any specific fare class.
