The answers all depend on budget and personal taste but here's my opinion:
The best hotel in Goa, hands down, is the Nilaya. It's not on the beach but it's a fabulous property and perfect, I would think, for a honeymoon.
If you have to be at the beach then the Taj (the one at the fort) is a good option. I'd go for the bungalows instead of the main building as they're more private/ secluded. Not sure what other hotels are available there though.
For Delhi, the Imperial is THE place to stay. I've stayed at others, e.g. the Taj Mahal which was very nice and exactly what you'd expect a world class 5 star hotel to be like. But having visited the Imperial then given the choice and budget I'd stay there any time. It's in a class of its own.
Sightseeing in Delhi is a very big topic and I won't attempt to answer it here. I think it's a wonderful city with lots to do and certainly enough to fill a few days easily. Amongst other options of course is a day trip to Agra to see the Taj Mahal.
