Yes. Exit immigration queues can sometimes be quite long. Monday mornings before the first flights to China are often bad in my experience...

Once you go airside, there are areas with desks that you could use. The desks have PCs for paid internet access, but there's enough space to place your own laptop on the desk and do some work. It's not secluded but it's workable.

You could also try posting on the RCC meetings board to see if someone would sign you into the lounge.
