Are flights VAT exempt?

For first time in my life, I'm working for someone who expects me to book and pay for flights myself, and then claim back. Which would be fantastic, if it wasn't for the fact I have a choice of EZ for flymaybe. Just assume usual rant about how BA has abandoned the regions, as I'm too lazy to do it myself.

So question for those who are used to doing this - are flights VAT exempt? EZ don't seem to want to give me anything remotely resembling a VAT receipt so our expenses girl is likely to go 'Computer says no!' unless I can definitively argue my case... which I can't
