From what I've googled, this is a problem associated with Dell Support Center, this is a software that dell uses to send patches/fixes/updates to your computer (something that you can do manual but its more tedious).

The 2 options are, uninstall it (From add/remove programs) or deter it from running at startup doing what wdwright said. I may also suggest that you check out both sprtcmd.exe AND dsca boxes. This will make that it won't run again at the beginning. If you need an update for your PC, just run it manually.
